SB760 - The Security Guard Bill

SB760 has been passed. This bill will make it mandatory for anyone providing a "security function" to be:

1) Licensed by the Maryland State Police as a security guard

2) Must be certified by the Maryland Police and Corrections Training Commission

3) This applies to all companies that either are security companies or employers of security guards (in house security).

4) There is a training requirement of 12 hours for initial training and 8 hours of in service training required per renewal period.


HOWEVER, there was an amendment that was introduced and approved "AMENDMENT NO. 2 On page 3, in line 17, strike the second “or”; and in line 20, after “City” insert “; OR (3) AN UNARMED EMPLOYEE OF A BAR, TAVERN, OR RESTAURANT”." Therefore, it appears that unarmed bar employees "bouncers" will NOT be impacted by this bill.

4) It will require 10 hours of initial training 8 hours of in service prior to security guard license renewal

5) All private locations that employs security guards will be required to submit use of force reports on all use of force situations by security personnel

6) Will require any location that employs less than 5 security officers to have liability insurance of at least 500,000 with errors and omissions, completed work, and specific coverage for security personnel, if employed over 5 security personnel must hold insurance of at least 1 Million with specific coverage for security personnel, completed work, and errors and omissions.

If Maryland allows current MPCTC instructors to train, we will open up training to security personnel on the Eastern Shore of Maryland.
